National Curriculum Framework (NCF) 2005 and Right to Education (RtE) 2009 highlight the role and expectations from a teacher. They require the teacher to care for the children and support learning by drawing upon the diversity in their social, cultural and political contexts. Hence, there is a need to align teacher preparation and teacher training with the spirit of the Framework and the Act to make classrooms more effective and happier. Besides the initiatives taken by the state, a number of NGOs also support teacher preparation and training. These initiatives offer a rich diversity of programs which aim to make the teacher an enabler of positive learning environment.
In the context of the above, it was and remains important that critical dimensions of pre-service teacher education programs and in-service teacher training programs are continually reviewed to guide policy makers and funding agencies towards future strategies. Such reviews must lead to a more comprehensive body of knowledge about teacher education and support which could be immensely useful for policy makers and funding agencies.
The Policy and Program Evaluation Desk (PPED), an initiative of Tata Institute of Social Sciences (TISS), therefore, set out initially to conduct and share research on programs in Pre-service and In-service teacher education, identify areas where they could be strengthened and work towards making such changes happen.
